Your chance of pulling a 1-in-N card over any number of packs, and how many packs it takes to be 50%, 90% or 95% sure.
Find the odds on the pack page ("1 in 400", or a top row at 0.25%: that's 1 in 400). Every pack is a fresh draw.
Why 1 in 400 isn't 400 packs
Each pack is a fresh draw, so the chance of at least one hit in n packs is 1 - (1 - 1/N)^n. At n = N that's about 63%, for any N. More than a third of people who open N packs still miss.
Set the budget first
The packs for 90% figure is the honest cost of chasing a card. If that number is more than you'd spend, buy the single instead: see rip packs or buy singles?

Quick answers
If a card is 1 in 100 packs, how many packs to be sure?
You can't be sure. About 69 packs gives a 50% chance, 230 gives 90% and 299 gives 95%.
What are the odds of pulling a 1 in 400 card in 400 packs?
About 63%. Every pack is an independent draw, so 400 packs gives you a 63% chance of at least one, not a certainty.
